The Times and Washington Post are not naming the individuals because they were not authorized to discuss the matter.
They requested anonymity because they are not authorized by the president to discuss private matters.
President Donald Trump, who was elected on Nov. 8, has since blamed the storm on the storming of his Mar-a-Lago resort, while Puerto Rico Gov.
Ricardo Rosselló, the island’s top official, has insisted the storm was caused by hurricanes Harvey and Irma, not the debt crisis.
